Joannesburg, Jan.13,2021 (Lusa) - The African Energy Chamber (CAE) on Wednesday suggested an amnesty for the insurgents in northern Mozambique, arguing that the problem is not only military and that efforts must be pooled to ensure a lasting solution.
"I will not sweeten it, the situation in Cabo Delgado province in northern Mozambique is terrible," wrote NJ Ayuk, executive president of this organisation aimed at promoting investment in Africa, stressing that "violence is now increasing and intensifying the unhappiness of the area, with people living in constant fear.
For NJ Ayuk, the response must be multidimensional and involves, among other measures, ensuring a "safe exit" for combatants by building confidence.
"Our strategy must also take into account the concerns of those who have already been recruited into the insurgency; the rebels need to feel that they have another option - not only that their communities will be treated fairly, but also that they and their families can move forward safely".
"To achieve this, the government of Mozambique must be prepared to create an amnesty agreement for the rebels, government leaders will need to get closer to the militant groups and start a confidence-building process that will culminate, hopefully, in a mutual ceasefire agreement," which should be followed by "a disarmament and demobilisation project, which the oil companies in the area should support.
In today's extensive communiqué, the chairman of CAE stressed that he is willing to partially finance a solution, but stressed that "throwing money at the problem does not solve it" and that it must be ensured that the inhabitants who feel abandoned are part of the solution and that part of the revenue from gas exploration is used to improve their lives.
"There is hope, there is a path to a lasting solution, and the CAE would like to help by offering solutions and financing peace-building measures and a negotiating initiative", rejecting the idea of "paying militants in the hope of appeasing them, as some have proposed".
The armed violence in Cabo Delgado, where the largest private multinational investment in Africa is taking place, for the exploitation of natural gas, began three years ago and is causing a humanitarian crisis with more than 2,000 deaths and 560,000 displaced people, without housing or food, mainly concentrated in the provincial capital, Pemba.
Some of the incursions have been claimed by the 'jihadist' Islamic state group since 2019.
Several analysts have warned of the negative impact on the process of natural gas exploitation by multinational oil companies, with France's Total already starting to reduce the workforce at its sites due to insecurity.
