Lusa - Business News - Portugal: Central bank 'must become a reference institution again' - Centeno

Lisbon, July 8,2020 (Lusa)-Portugal's former minister of finance, Mário Centeno, on Wednesday said in parliament that the Banco de Portugal must return to being a reference institution and cannot lock itself in an ivory tower or characterise its action by antagonism or isolationism.

"I know the Banco de Portugal well. The Banco de Portugal must return to be an institution of reference in Portugal and Europe since it gathers many of the best technicians trained in Portuguese universities. The Banco de Portugal has to become synonymous with action to face up to the countless challenges, but it shouldn't face it in an ivory tower, but with society," Centeno said in his initial speech to the budget and finance committee, where he is being heard as part of his nomination for governor of the Banco de Portugal.

Centeno, who left the government at the beginning of June, also considered that the Banco de Portugal has to exercise its action in complementarity with the other institutions of the republic and concerning society, not in antagonism.

"The role of the Banco de Portugal cannot be characterised by antagonism or isolationism, but rather by complementarity with the government, the other financial supervisors and the scientific community, in short, with society," he said.

On 25 June, the government communicated to the speaker of the parliament the proposal to appoint Centeno as governor of Banco de Portugal.

The choice of Centeno was controversial, as he moved almost directly from the Ministry of Finance (where he was minister until June) to the Banco de Portugal, and on 9 June, a draft of the People-Nature-Animals party (PAN) was even approved in parliament, establishing five years between the exercise of government functions in the area of finance and the office of governor.

However, on 17 June the parliamentary left (PCP and BE, is already known that PS was against) withdrew from the intention of PAN to establish this period of disgust and, on 25 June, the parliament suspended for four weeks the appreciation in the speciality of the PAN project until the opinion requested to the Central Bank (ECB) arrived, on the same day that the executive officially communicated its choice.

Mário Centeno was born in the Algarve in 1966 and graduated in economics from the ISEG in Lisbon (where he became a full professor). After returning from Harvard with a PhD in 2000, he joined the Banco de Portugal, where he was an economist, deputy director of the Economic Studies Department and consultant to the administration.

Between November 2015 and June 2020, he was Minister of finance of the two Socialist Party (PS) governments led by António Costa. He was elected president of the Eurogroup, the group of finance ministers of the euro area, and led the Portuguese public accounts to the first positive balance in democracy, more specifically since 1973.

However, his career was also one of polemics (in 2017, the case of text messages exchanges with Caixa Geral de Depósitos' manager António Domingues, which led to a parliamentary commission of inquiry, and more recently with the prime minister on the injection of capital into the Novo Banco) and his departure was criticised by political quadrants who accused him of abandoning the boat amid the storm caused by Covid-19.

As for the current governor, Carlos Costa formally ends his second term at the Bank of Portugal (where he has been for 10 years) on Wednesday (8 July) but will remain in office until his successor takes office.
