Bissau, July 9, 2020 (Lusa) - Guinea-Bissau faces systemic risks of corruption, which must be tackled with a comprehensive and strategic policy, said the International Monetary Fund (IMF) in a document to improve governance and anti-corruption measures in the country.
The document was drafted following a request for technical assistance from the authorities to make a diagnosis of fiscal deficiencies, rule of law, market regulation, money laundering and corruption, to improve the governance structure and combat corruption in Guinea-Bissau.
"Guinea-Bissau faces significant and systemic risks of corruption that arise not only from the misuse of public resources but also through drug traffickers who use officials from the country," the document said.
The IMF noted that the judiciary police have had some successes, including in investigating acts of corruption, but warned that credible monitoring of the prosecution and courts is lacking.
The IMF said that resources, and the independence of the criminal justice system, as well as legislative and institutional frameworks, need to be reformed and strengthened, and preventive anti-corruption measures put in place.
"The authorities need to design a comprehensive and strategic anti-corruption policy and implement anti-money laundering measures," it said.
The document proposed more than 30 changes to be made both in legislation and administrative procedures, including hiring civil servants, and in transparency, to improve the system of governance and anti-corruption.
The IMF pointed out that investors distrust the country's judicial system because the laws are not made public regularly and are not explained either to the private sector or to those who will apply them.
"Judicial decisions are not published and are not accessible, court fees are prohibitive and delays in proceedings are common, due to a limited number of judges and an apparent lack of productivity control," it said.
The document noted that property registration is expensive and still paper-based, leading to many conflicts over property rights.
