Lusa - Business News - Portugal: EC acknowledges that Portugal is at a disadvantage over state aid

Brussels, May 26, 2020 (Lusa) - The European Commission admits that countries such as Portugal, with less budgetary capacity than other Member States such as Germany or France, are "at a disadvantage" in state aid at a time of crisis generated by the pandemic, calling for the implementation of "additional measures".

"It's not a clear disadvantage, but of course there's a risk of [the country] being at a disadvantage," the executive vice-president of the European Commission Margrethe Vestager said in an interview with Lusa in Brussels.

The head of "A Europe Ready for the Digital Age" and the head of Eurp+e-wide Competition, said there is then "a risk" that countries like Portugal will be at a disadvantage, but she argues that "this depends a lot on the needs of each member state".

Speaking about the state aid approved by Brussels under the temporary rules due to the Covid-19 pandemic, Margrethe Vestager noted that "there are member states that are moving ahead with much less than Germany, France or Italy and are managing to put a lot of value on their money".

"Of course, it's different if [the country] can spend the equivalent of 0.5% or 2% of its Gross Domestic Product [GDP] compared to 10% or more," she admits.

And to try to get around these discrepancies in state aid, which relate to countries' budgetary capacity, Margrethe Vestager suggests implementing other types of support for economies in times of crisis.

"To these figures are added additional measures other than state aid, which could be, for example, the suspension of payment of VAT [value added tax] or payment of corporate income tax [corporate tax], schemes to support the payment of salaries, among other things," she exemplifies.

Data provided by the European Commission to Lusa shows that, so far, the EU executive has given the 'green light' to a total of 136 decisions approving 175 national measures for state aid, requested by member states and the UK (the region's economic partner, although no longer part of the European Union).

Nevertheless, almost half (47%) of this State aid has already been requested by Germany, followed by Italy (18%), France (16%), Spain (4.3%), the United Kingdom (3.7%), Belgium (2.6%) and Poland (2.3%), according to data sent to Lusa.

The remaining countries - including Portugal - represent respectively a share of 0.1% to 1.5% of the estimated total.

Adopted in mid-March, this temporary European framework for state aid extends the support that the Member States can provide to their economies at a time of crisis generated by the pandemic, in which many companies, especially small and medium-sized ones, face liquidity problems.

These are measures such as direct subsidies or tax relief of up to €850,000 per company, public guarantees for loans and recapitalisations of companies, support which should be used only as a last resort.
