Lusa - Business News - Portugal: Spain blamed for continued suspension of Madeira-Porto Santo flights

Funchal, Portugal, May 26, 2020 (Lusa) - Restrictions preventing the Canary Islands-based airline Binter from resuming regular flights between Madeira and Porto Santo, the two inhabited islands in Portugal's Madeira region, stem only from Spain's government, the Madeira region's secretary of tourism said on Tuesday.
"Binter currently has restrictions on resuming the operation which, in our opinion, only occur on the Spanish side and not any limitation placed by Portuguese space," said Eduardo Jesus in comments to Lusa.
Jesus was speaking after a meeting earlier between the management of Binter, which has a concession from Portugal's government to operate regular passenger flights between Madeira and Porto Santo, and Portugal's assistant secretary of state and communications, Alberto Souto de Miranda.
The declared aim of the meeting was "to try to find a solution to overcome the constraints that prevent the resumption of public air service on the Porto Santo-Funchal-Porto Santo route."
In a statement on the meeting, Portugal's government said that "Binter's leaders pointed out as essential to resume the service in question that both the Regional Government of Madeira and the Government of Spain expressly exempt the crews of this airline from the general duty of isolation imposed both on the Portuguese archipelago and on the Spanish side to all passengers and crew who disembark in its territory."
The secretary of tourism of Madeira underscored that at present the constraints "are on the Spanish side and not on the Portuguese side", adding that "we are always here ready to solve any issue that is still within our reach, as evidenced by all the correspondence that we have kept open and permanently with Binter itself."
Jesus stressed the existence of "permanent communication between the Autonomous Region of Madeira, through the Regional Government, and Binter itself" and that there is "a very great harmony with the Secretary of State, which is the entity in the national government that oversees this public concession contract for the line between Madeira and Porto Santo."
He said that there had been a "constant exchange of correspondence" on this matter and that last Friday, 22 May, Madeira had given "very precise information that there is no hindrance from the regional health authority regarding the immediate start of the operation under the conditions prevailing in Madeira."
The secretary explained that, if all goes as planned, everything points to no isolation requirement being in place in Madeira as of 1 June in the case of passengers who present a negative test for the coronavirus that causes Covid-19 that was carried out in the last 72 hours. If they do not, the passenger would have to go into quarantine.
From 1 July, if a visitor does not present a negative test result, they may do a test on arrival in Madeira.
According to Jesus, these rules apply "naturally, both to the crew and to the maintenance staff, in this case the mechanics, as well as to the passengers who arrive with this evidence." There is, he went on, "no limitation in Madeira to resume this operation" by Binter and those that remain are issued "by the Government of Spain, which must be resolved".
He said that he has information that Portugal's Ministry of Foreign Affairs is already involved in the process, in order to help remove barriers in place on the Spanish side, because "it is in the interest of all that the connection be resumed", and that he had "confirmation from Binter that the route will be resumed once these issues have been resolved."
On 17 March, with the onset of the Covid-19 pandemic and the imposition of compulsory quarantine on passengers arriving in Madeira, Binter announced that it was suspending the route, which is a public service under which it is obliged to provide two daily flights between the islands of Madeira and Porto Santo.
Before the pandemic, Binter also had flights from Madeira to the Canaries, namely the islands of Gran Canaria (Las Palmas Airport) and Tenerife (Tenerife North Airport).
