Lusa - Business News - Mozambique: Kidnappings show 'systematic failures' in fighting crime - jurists

Maputo, May 26, 2020 (Lusa) - Two Mozambican jurists on Tuesday pointed to systematic failures and the lack of integrity in the institutions to fight crime as reasons for the new wave of kidnappings in the country.
Since the beginning of 2020, Mozambican authorities have registered a total of seven kidnappings, the victims of which are always businessmen or their relatives, three of whom have been released.
Lawyer Custódio Duma, an expert in human rights, told Lusa that systematic failings prevail in the fight against crime, pointing out that the implementation of this type of crime involves several protagonists.
"Kidnappings involve telecommunications, the financial system, mobility and shelters, and when they happen it is because there are systemic failures," said Custódio Duma.
The fact that the banks used for the looting of large sums of money that pay the ransom, the mobile operators and the National Criminal Investigation Service (Sernic) do not detect suspicious movements related to the kidnappings shows a worrying lack of coordination.
"It is alarming that the victims kidnapped recently in Maputo province were for several weeks in captivity near the capital of the country, which also hosts the headquarters of justice institutions and the Defence and Security Forces," he stressed.
Custódio Duma argued that the mechanisms for warning of criminal activities within the institutions dedicated to fighting crime should be improved to stem the wave of kidnappings.
For his part, Baltazar Faela, a jurist at the Centre for Public Integrity (CIP), said that the fight against kidnappings requires the promotion of integrity within the institutions that fight crime, because there is a harmful infiltration of rogue members in these institutions.
"Unfortunately, there have been and always will be unprofessional and unethical law enforcement officials,” Faela said, adding that “the fight against crime must be given to people with integrity."
The lawyer said that the Bank of Mozambique should keep a "firm hand" on illegal practices in the financial system because the kidnapping business is financed by money leaving the banks.
Faela stressed that society must also be mobilised against this type of crime, denouncing to authorities signs that neighbourhood residences are being used for criminal activities.
"Popular action has very little to do in this type of crime, because it is dangerous and often sophisticated crime, but whenever residents can detect and denounce it, they should exercise this civic action to fight crime," Faela said.
On Wednesday of last week, Sernic rescued two businessmen and arrested four people suspected of involvement in this type of crime.
The authorities released Rizwan Adatia, who had been in captivity for 21 days in a neighbourhood of Boane district, and Manish Cantilal, who had been kidnapped three months ago in Matola municipality, on the outskirts of the Mozambican capital.
On Thursday, commercial sector businessman Liacat Moreira e Silva, kidnapped a week earlier in the city of Beira, province of Sofala, central Mozambique, was released in unknown circumstances. a police source told Lusa.
After a wave of kidnappings in the main Mozambican cities, which peaked between 2012 and 2013, these cases diminished, but in recent months the authorities have again registered this crime: seven since the beginning of the year.
Data from the Attorney General's Office showed that 15 criminal cases for kidnapping were opened in 2019, one more than the previous year.
