Lusa - Business News - East Timor: More than 310,000 families to get financial support

Dili, May 22, 2020 (Lusa) - More than 310,000 East Timorese families are expected to receive $100 (€92.7) approved by the government in response to the socio-economic impact of the Covid-19 pandemic, according to preliminary data from the government.

The exact number of families and the list of beneficiaries are still being determined, according to the Director-General of the Ministry of Social Solidarity and Inclusion (MSSI), Rui Gago Exposto.

This is one of the most complex measures to implement and has given rise to much debate in the government, namely whether or not it should be universal and under what conditions it should be paid.

The final decision was to make a payment of $100 to Timorese families where no member earns more than €500, with the government being able to extend this support for three months.

However, one month after the measure was officially approved, and less than one week from the end of the second month of the state of emergency declared to respond to the pandemic, the measure has still not been implemented.

With the vast majority of Timorese in the informal economy, the proof of income is complex, forcing them to contrast different databases and that, in the case of Social Security, does not have the majority of the population.

The data verification process was initially conducted by the Ministry of State Administration (MAE) that centralized the information collected at the level of villages, administrative posts and finally at the municipal and Oecusse-Ambeno Special Administration Region (RAEOA) level.

In that first phase, and according to the Director-General of Administration and Finance of MAE, Hermes Barros, a total of 330,448 families were registered, a list that was later sent to the Ministry of Social Solidarity and Inclusion (MSSI).

The updating of the households register was only the first phase of the process, with the list now being cross-checked with three databases: the MSSI compares the names with the list of persons registered with Social Security, the Ministry of Finance with their registers and the Ministry for National Liberation Combatants Affairs with the list of pensions to former combatants.

The aim is not only to verify the veracity of registration data but at the same time to determine families where at least one member has a monthly income of more than $500, the maximum ceiling for receiving the benefit.

When the checks are complete, MSSI will publish two lists - one of beneficiaries and one of excluded beneficiaries - which will be sent to the respective villages for the payment to be processed.

Sources from the MAE explained to Lusa that for the time being only one payment of $100 will be made and the authorities will determine, depending on the situation in the country, if there are additional payments up to a maximum of three.

The objective is to try to start paying before the end of the month in a logistically complex process that will involve 452 payment teams made up of representatives of MSSI, MAE, local and effective leaders of the National Police of Timor-Leste (PNTL) and the Defence Forces of Timor-Leste (F-FDTL).

The money is transferred to the village accounts and then each of the teams will ensure its delivery to the head of the family in a phased process that will progressively extend to the whole country and will, for example, mobilize an important part of the State's car park.

Timor-Leste currently has no active Covid-19 cases.
