Dili, May 22,2020 (Lusa)- East Timor's government is to ask parliament to strengthen the Covid-19 Fund and the treasury account to pay for various measures implemented in response to the pandemic and to meet budget shortfalls, the interim minister of finance, Sara Brites, has told Lusa.
Brites, who did not say how much was needed, told Lusa that expenditure earmarked to respond to Covid-19, including socio-economic measures, has already exceeded the value of the Fund, which was set up with $150 million (€137.81 million).
"Adding up all the measures, the Fund now has a deficit of about 70 million dollars," she said, adding that only about $7 million of spending had actually been implemented.
"Soon, the government will propose to parliament a reinforcement [of the Fund] to cover this issue and to underpin the Treasury until we have the General State Budget," she said.
Brites explained that much of the deficit had to do with the significant increase in the number of families registered to receive $100 a month in support, with the amount earmarked for this measure rising to almost $65 million.
"Registrations are still being made and the data are rising from the initial estimate, [with] close to 200,000 families, and so the measure had to be strengthened," she said.
In terms of implementation, progress is being hampered by complexities, bureaucracy and other technical problems.
Brites acknowledged that there had been some confusion and stressed that part of the problem is due to the government having approved and announced an increasing number of measures "without ensuring the necessary budget" to finance them, especially with the public finances currently being run on a provisional twelfths basis, for lack of an approved state budget for 2020.
"We should not approve things without securing the budget," she stressed. "We approved everything at once and now we have to decide which one goes first and which one goes to the end.
"We already have secured funds for several programmes, but the implementation rate is still low," she added.
The response to Covid-19 involves interactions between the cabinet, the various ministries and other state structures, an inter-ministerial commission set up specially to deal with Covid-19 that is led by the prime minister, and the Integrated Crisis Management Centre (CIGC).
At the Covid-19 Fund itself there is a management board and a technical secretariat, with sources close to the process citing legal debates, "confusion over responsibilities" and unwieldly decisionmaking processes.
The Government has not yet disclosed the date on which payments are to be made.
There is a government package of economic measures that began to be debated in March, but which two months later have not yet been implemented, at a time when the two-month state of emergency is nearing its end, on 26 May.
Support for private-sector wages, a $100 benefit for Timorese families and a wage supplement for workers on the frontline of the fight against Covid-19 are the main measures, but there is also support for students who are abroad and unable to return, electricity and internet subsidies for students, transport support for Ataúro and Oecusse and other measures from various ministries.
Hotels used for quarantine and companies that have supplied food to people in this situation have also not yet received any payment from the state.
The eligibility criteria have also not yet been clearly outlined by the government; some measures are already approved and subject to public decrees, while some have not yet been published and others have been that were unveiled later.
Not included in the total amount of earmarked expenditures are, for example, the approximately $18 million estimated for the programme of covering 60% of salaries for three months, a measure aimed at supporting companies and maintaining employment during the pandemic.
The National Institute of Social Security (INSS), which is implementing the measure, wants a guarantee of financing from the Covid-19 Fund - even if this comes later - before proceeding with the payments.
Brites believes that the INSS should "move forward immediately" because it has funds available that would be reimbursed later, even though the Covid-19 Fund has not officially informed the institute that the funds have been earmarked.
"The INSS wants this amount to be blocked or capped in the fund, but by now the Fund is already in deficit," she said. "But they could move forward."
INSS sources assured Lusa that the institution is ready to pay out, but will not move forward without confirmation of funding, even if it arrives later.
