Lusa - Business News - Portugal: TAP needs capital injection in crisis, government 'willing' - unions

Lisbon, Mar. 31, 2020 (Lusa) - Trade unions in Portugal representing aviation workers said in a joint statement on Tuesday that the government believes that the national airline, TAP, needs a major capital injection to tide it through the current crisis caused by the Covid-19 epidemic "and that there is a willingness" to undertake this.
The unions said that they had been "informed that TAP will be included in the European Union's aid package to airlines, and that it is also acknowledged by the government that TAP SGPS needs a strong recapitalisation, and that there is willingness to do so", reads a joint statement from the Union of Aviation Workers (SITAVA), the Union of Metal and Related Industries (SIMA), the Union of Commercial Aviation Staff (SQAC), the National Union of Civil Aviation Workers (SINTAC) and the Union of Airport Handling Technicians (STHA).
The unions had on Monday held a meeting with TAP's management board to discuss the situation of employees in the wake of the cancellation of all flights for the month of April, as a result of the Covid-19 pandemic.
They were also informed, they said, that "cost mitigation measures will be taken" - that is, the company will take advantage of simplified temporary layoff procedures introduced by the government last week.
According to the unions, the TAP board is, together with the government, studying measures to be adopted but "nothing has yet been decided specifically about these."
An announcement to employees about the decision should come within the next 24 to 48 hours, they said.
In Monday's meetings, the unions had stressed to those running the company that "workers cannot be penalised in their wages and income, and everything must be done with the necessary equity between all professional groups."
In a statement that Lusa has seen, after the meeting with the board of directors and the management board on Monday, leaders of the SPAC union told its members that it had been informed that, due to the cancellation of all flights for the month of April, TAP "very quickly" intended to lay off its pilots temporarily.
According to other union sources, who also met that afternoon with the board of directors chaired by Miguel Frasquilho and the executive committee chaired by Antonoaldo Neves, TAP undertook to communicate to workers any measures to be adopted as a result of Covid-19 within the next two days.
The intention is that the cost reduction measures will come into force in April, union sources told Lusa.
The Aircraft and Maintenance Technicians Union (Sitema), meanwhile said in a statement to its members that Neves had announced "the suspension of all TAP flights from 1 April (even Azores and Madeira are conditioned to permits) [leaving] only the execution of flights for specific missions open." It added that David Pedrosa, a TAP director, had said that "the definition of the model to be adopted by TAP is currently under study, this model is being negotiated between TAP and the Government and should be concluded within 48 hours."
According to the same union, "Miguel Frasquilho stressed that the model will be applied across the board to all of TAP", that is including to the board of directors and executive committee "in a higher percentage than the other employees".
The SPAC note, meanwhile, states also that "the union expressed its concern about maintaining an acceptable level of performance and stressed the need to distribute the sacrifices equally among all pilots, including the maintenance of decent salaries for those pilots who have discounts on salary."
Contacted by Lusa, a TAP official decline to comment on the content of the meetings.
The simplified layoff procedures - which allow the temporary reduction of normal working hours or the suspension of employment contract - came into force last Friday, as one of a series of exceptional measures approved by the government to maintain jobs in the context of the crisis caused by the Covid-19 pandemic.
Companies that take advantage of the programme may suspend a worker's contract or reduce their hours. Workers then are entitled to receive two-thirds of their gross normal pay, with 70% of the cost borne by social security and 30% by the company.
On 19 March TAP announced that it would not renew the fixed-term contracts of 100 workers, who have already been notified, as part of a contingency plan implemented by the company to deal with the effects of the Covid-19 outbreak.
"We confirm that we are not renewing the work contracts of employees who are on [a fixed] term," a TAP official told Lusa at the time.
On that day, TAP's executive committee announced that it would implement measures to reduce and control costs, including the suspension or postponement of investments and hiring and the "implementation of temporary unpaid leave programmes", according to a note sent to employees.
