Albufeira,Portugal,Mar.27,2020 (Lusa)- Hotels in Portugal's Algarve are to be all but closed over the Easter period because the Covid-19 pandemic is creating a "unique" situation, with those units that are still operating set to shut up shop soon, the region's main association for the sector acknowledged on Friday.
Asked by Lusa whether the region's hotels could be completely closed over Easter, the president of the Algarve Association of Hotels and Tourist Enterprises (AHETA), Elidérico Viegas, replied: "Yes, exactly, and if some are not closed, it's as if they were. There's no point in thinking about any other scenario."
Viegas said that businesses were in a "situation that was unthinkable two weeks ago", when "no-one would think that the whole of the Algarve's hotel business would close down, the way it's closing." He called on the government to be "bolder" in its support for businesses.
"The most important hotels in the region are all already closed, and the others, which perhaps aren't yet, will be," predicted Viegas, warning that "activity is falling to zero" and that businesses are experiencing "various bottlenecks" created by the isolation at home of suspected coronavirus causes, restrictions on commercial flights and the near closure of land borders under the state of emergency decreed to contain the pandemic.
The AHETA president acknowledged that everyone is "living through a unique, exceptional period, which no-one has experienced before" that he said "seems like a nightmare" and said a question from Lusa as to how many hotels in the Algarve had closed missed the seriousness of the situation.
"The question of how many have closed shouldn't be asked - it should be asked how many are still open," he said. "And those that still are will sooner or later close.
He did not provide any figures.
Those hotels that are still open "are finishing up the last customers", with foreign natonals "returning to their countries of origin". The hotels are thus "all on their way to closure at the moment," he said.
The idea that domestic tourism might help offset the slump in occupation by foreign tourist is also out of place, because "at the moment ... people are following emergency measures, confined to their normal residences and they are not travelling either."
Portugal's leading chains, such as Pestana, Vila Galé and Tivoli, have all already closed down their hotels, he said, adding that "it makes now sense" to thing that other, generally smaller, independent hotels are open.
On economic support measures announced by the government for the sector and for businesses in general to cope with the crisis caused by the pandemic, Viegas said that "although there has been progress to facilitate implementation, the truth is that there is still a lot of bureaucracy involved around the measures."
He called on the government to "be more daring" and follow other countries of the European Union, which are "bearing the wage costs" of those who are inactive at a rate of 70% or 80%. He stressed that credit lines of the kind created by the government for the situation "are not subsidies" and that companies "will have to pay" these loans, with interest rates that he said "are exaggeratedly high".
Viegas argued that the credits should be managed by a new 'Tourism Financing Institute', through the national tourist board, Turismo de Portugal, which could "replace banks in granting loans to businesses, whether hotels or tourism", because at present what with "requests and approvals, an excessive amount of time" goes by before support can reach businesses.
The state should also "exempt" companies from tax obligations instead of "deferring them to later", he argued, citing the current "unparalleled crisis", going on to say that "if the state does not assume its role, companies will not be in a position, in the upswing, to recover the economy."
The new coronavirus responsible for the Covid-19 pandemic has so far infected some 540,000 people around the world, of whom nearly 25,000 have died.
In Portugal, there have been 76 deaths and 4,268 confirmed infections, according to Thursday's bulletin from the Directorate-General of Health. Of those infected, 354 are in hospital, 71 of them in intensive care units; there are 43 patients who have already recovered.
