Lusa - Business News - Macau: Great Bay, ties to Portuguese-language world can help diversify economy

Macau, China, Dec.12,2019 (Lusa)–China’s Great Bay project for the region that includes Macau, Hong Kong and part of the mainland, together with cooperation between China and Portuguese-language countries, can help combat Macau’s heavy reliance on gambling and foster the diversification of its economy, Macau-based economists argued on Thursday, speaking at an event jointly organised by the Rui Cunha Foundation and the Portuguese-Chinese weekly Platform.
Rodrigo Brum, the deputy secretary-general of the Forum Macao – a platform for economic and trade cooperation between China and Portuguese-language countries – stressed that the Great Bay project "is an opportunity that Macau cannot miss", given China’s goal of creating a mega-metropolis taking in Hong Kong, Macau and nine cities in Guangdong province, in a region with a population of some 70 million and a gross domestic product of €1.2 trillion.
Brum recalled that "already under Portuguese administration [before 1999] there was talk of the need for diversification of the economy", stressing that, despite the declared aim of several governments to shift the economy away from gambling, today "the exposure … is even greater."
He expressed the conviction that, in addition to the opportunity offered by the Great Bay project, the platform for trade cooperation has a potential greater than the value currently generated with the gambling business in Macau.
Agreeing with that view, in a debate on 20 years since the creation of the Macau Special Administrative Region, following the 1999 handover, Carlos Alvares, the president of Banco Nacional de Ultramarino (BNU), a Portuguese-owned bank based in Macau, said that the institution aimed to strengthen its investment in the Great Bay region to support its customers.
"It makes sense to propose to our shareholder [Portuguese state bank Caixa Geral de Depósitos] to do more on the other side,” he said, referring to the Chinese mainland.
He also said that the fund created to foster investments between China and Portuguese-language countries – which has around $1 billion (€900 million) at its disposal – should be able to secure investments in Portugal.
The president of Macau’s Institute for European Studies, José Sales Marques, also stressed that the Great Bay project could play a crucial role in diversifying the local economy but called for "some patience" in view of Macau’s continued strong dependence on gambling.
He also recalled that it was the institute itself that in 2003 launched the idea of creating the Creative Macau platform, as a contribution to the diversification policy that the authorities in the region say they want, by fostering the creative industries.
Macau’s government is expected to end the year with a budget surplus of 9.6% of GDP, a slight decrease from 12.2% last year, but still exceptionally high compared to the average of territories analysed by the financial rating agency Fitch, which also notes that the territory is estimated to have foreign currency reserves equivalent to 136% of GDP.
According to the latest data from Macau’s Directorate of Inspection and Coordination of Games (DICJ), accumulated gross revenues from January to November totaled 269.62 billion patacas (€30.28 billion).
In 2018, casino revenues in what is the gambling world capital grew 14 percent to 302.8 billion patacas.
Macau is the only place in China where gambling is legal, with six companies having concessions in the territory: the Sociedade de Jogos de Macau founded by veteran gambling tycoon Stanley Ho, Galaxy, Venetian, Melco Resorts, Wynn and MGM.
After more than 400 years under Portuguese rule, Macau became a special administrative region of China on 20 December 1999, with assurances of a high degree of autonomy for a period of 50 years at the executive, legislative and judicial level. China’s central government is responsible for foreign relations and defense.
