Lusa - Business News - Cape Verde: Country struggling to find cobbles for new roads

Praia, Dec. 11, 2019 (Lusa) - Cape Verdean contractors are struggling to secure stone cobbles for roads under construction, with the government admitting that the situation may increase cost or delay work.
The situation was acknowledged on Wednesday in the parliament by the minister of infrastructure, Eunice Lopes, appointed by the Movement for Democracy (MpD, the party that supports the government) for the parliamentary debate of the ordinary parliamentary session that runs until Friday.
The minister explained that works on dozens of kilometres of roads in the archipelago are in question with funding from the World Bank.
"When negotiating with the World Bank, we ask for asphalt, insist on asphalt, but the World Bank did not accept iur demands, claiming that we are building mountain roads, we have local raw material, which is the stone, we have local labour, it is not necessary to bring large equipment, particularly the bituminous plant," Minister Eunice Lopes told MPs.
However, he acknowledged, the difficulties are now arising, with the work on the ground on the various islands.
"We have a lot of work going on throughout the country, in urban and environmental requalification and on roads. We are in difficulties, or rather with the capacity to produce cobbles (...) the pace of production of cobbles by private individuals is not meeting the expectations and needs that we currently have in the construction of roads and highways.
According to the minister, the World Bank's arguments for the use of stone and not asphalt followed a feasibility study that was preceded by the decision to proceed with these roads.
"Therefore, we had no way to change this idea that we had initially, but which did not materialise because the World Bank claimed that it was not possible," he said, due to the costs.
He added that the government continues to insist that the World Bank should allow the asphalt to move forward, but the problem that arises is the issue of costs, namely the need to install a bituminous plant on each island for this purpose.
In that sense, he gave as an example the case of the roads on the island of Brava, where the need to build a plant, install equipment and mobilise teams would quadruple the cost of the contract.
