MAP - COP25: La CDN Maroc prend en considération l'ensemble des secteurs économiques

Madrid - 5 décembre 2019 - (MAP) -La Contribution Déterminée au niveau National (CDN) du Maroc prend en considération l’ensemble des secteurs économiques du Royaume, dont celui du bâtiment, et adopte une vision large de l’action climatique, a souligné, jeudi à Madrid, la ministre de l'Aménagement du Territoire National, de l'Urbanisme, de l'Habitat et de la Politique de la Ville, Mme Nouzha Bouchareb.

La CDN Maroc comprend un portefeuille de 55 actions concrètes pour atteindre l’objectif défini de réduction d’émissions à l’horizon 2030, a précisé Mme Bouchareb dans son intervention à un panel de haut niveau organisé dans le cadre de la COP25 avec la participation de responsables et d’experts de plusieurs pays.
Considérée par la communauté internationale comme étant ambitieuse et compatible avec l’objectif ciblé par l’Accord de Paris, la CDN du Maroc vise une réduction totale de 42% des émissions des gaz à effet de serre (GES) d’ici 2030 par rapport au scénario normal des affaires, dont 25% est tributaire au soutien international, a rappelé la ministre lors de cette rencontre organisée à l’initiative de l’Alliance Mondiale pour les Bâtiments et la Construction (GABC) et le Programme d’Efficacité Energétique dans les Bâtiments (PEEB) sur l’intégration du secteur du bâtiment et de la construction dans les CDN.
"La part du secteur du bâtiment dans l’effort d’atténuation est de 7,6% entre 2020 et 2030 et 8,3% au-delà de 2030, avec plus de 9 projets ambitieux totalisant un objectif de réduction d’environ 6 MtCO2/an en 2030", a fait observer Mme Bouchareb.
Les actions proposées dans le cadre de la CDN concernent aussi bien l’efficacité énergétique (notamment pour les enveloppes des bâtiments, l’étiquetage énergétique des réfrigérateurs) que les énergies renouvelables (via l’expansion de l’utilisation des chauffe-eaux solaires et des panneaux photovoltaïques, a-t-elle poursuivi.
Dans ce sillage, Mme Bouchareb a rappelé que le secteur du bâtiment est l’un des principaux consommateurs d’énergie au Maroc puisqu’il représente 33% de la consommation énergétique finale du pays et enregistre une forte croissance de la consommation énergétique annuelle.
Ainsi, a insisté la ministre, le secteur du bâtiment recèle un gisement d’économie d’énergie qui gagnerait à être exploré, en vue d’en faire un réel levier pour atteindre les objectifs de l’Accord de Paris et tirer profit des co-bénéfices de développement durable, notamment en termes de création d’emplois, d’amélioration des revenus, de mobilisation du secteur privé, et du développement des marchés locaux, etc.
Dans le cadre de cette perspective, le secteur du bâtiment tire profit du processus en cours de révision de la CDN du Maroc pour rehausser son ambition, a-t-elle dit, ajoutant que le secteur a entamé diverses études, notamment l’élaboration d’un plan d’atténuation et d’adaptation dudit secteur, pour identifier les actions nouvelles à intégrer dans le cadre de la CDN révisée du pays, qui passeront inévitablement par l’amélioration de l’efficacité énergétique dans le secteur.
Concernant le volet adaptation, Mme Bouchareb a relevé que son département est inscrit dans la vision annoncée par le Maroc dans le cadre de sa CDN et qui est de rendre son territoire et sa civilisation plus résilients face au changement climatique tout en assurant une transition rapide vers une économie sobre en carbone, appelant à travailler sur l’intégration de l’adaptation dans le bâtiment.
A cette occasion, elle a souligné que le Maroc a accumulé des résultats significatifs en matière d’action contre les effets du changement climatique, à travers notamment le renforcement de son environnement institutionnel et juridique et la mise en œuvre d’une multitude d’actions et programmes structurants à vocation climatique.
Malgré sa faible responsabilité en matière d’émissions des gaz à effet de serre (GES), le Maroc a la conviction que les ambitions mondiales devront appeler à un engagement conséquent de tous les pays tant en matière d’atténuation, d’adaptation que de mobilisation de moyens de mise en œuvre, de renforcement des approches de coopération et de transparence, a-t-elle fait savoir.
