Praia, Nov. 20, 2019 (Lusa) - The executive director of CV Interilhas, which has had the concession of maritime transport in Cabo Verde since August, said that there have been improvements but regrets the often unfair controversy involving the company, led by Portuguese firm Transinsular.
CV Interilhas has transported 140,000 passengers between all the islands of Cabo Verde since 16 August, above initial expectations, but has been targeted by criticism from the opposition to the alleged lack of transparency in the award of the concession, for 20 years, and by systematic complaints, especially on social networks, of passengers unhappy with the service.
"We strongly believe in this project, which is very intelligent and without any political connotation and which, I think, has the conditions to better serve the population. That is what attracts and stimulates us every day, despite so much controversy, we often find a little unfair. But we must listen to them and try to learn from them [complaints]," said Paulo Lopes, executive administrator of the Interilhas CV.
The new company that manages the concession of the public service of maritime transport of passengers and cargo, according to a tender launched in late 2018 by the Cape Verdean government, is led by the Portuguese Transinsular (from the ETE group), which holds a share of 51% of CV Interilhas. The remaining 49% is owned by Cape Verdean shipowners, who also supply ships to ensure connections.
In an interview with Lusa, he said that there is still much to improve in this new model, which has five ships chartered by CV Interilhas, especially from Cape Verdean shipowners, but regrets the complaints.
For Paulo Lopes, the most important thing is knowing how to learn from these complaints.
CV Interilhas will receive compensation of €3.3 million from the Cape Verdean state in 2020, to support the costs of the loss-making connections it currently provides.
"Since our operating result has been much higher than what was projected, let us say we are comfortable with these amounts [of state compensation]," he said.
Lusa reported in October that the government expects to spend an additional 11.5% on subsidies paid through the state budget next year, compared to 2019, an increase justified by the increase in compensation for maritime transport lines that run a deficit.
The information is contained in the draft law of the state budget for 2020, providing a total budget allocation of 645 million escudos (€5.8 million) for subsidies.
This is an increase of 11.5% compared to the estimated implementation of the 2019 budget, justified in this proposal, essentially by the increase in the amount planned to make compensatory compensation for loss-making maritime lines.
This compensation, which in 2020 will rise to 368 million escudos (€3.3 million), represents an increase of more than 22% compared to 2019 and will be financed through revenues allocated to the Autonomous Fund for Development and Safety of Maritime Transport.
