Lusa - Business News - Mozambique: Polls fraud 'worrying'; scepticism on use of gas revenues - academic

Lisbon, Oct 21, 2019 (Lusa) - Levels of electoral fraud in Mozambique "are particularly worrying" and scepticism is justified about the country’s ability to adequately manage its natural gas revenues, according to a British academic expert on Portuguese-language countries in Africa.
"The levels of electoral fraud in Mozambique have been very worrying,” Justin Pearce, a professor at the Centre of African Studies at the University of Cambridge, told Lusa. “Of course, there have been accusations of fraud in all elections since the implementation of multi-party democracy, but the news I have received from Mozambique during the last few days is particularly worrying.”
Pearce made the comments in an interview with Lusa in Lisbon, where he was participating in a meeting of the Angolan academic Network.
Of his doubts about the electoral outcome, he cited "activists prevented from campaigning" and "news about false ballots deposited” at polling stations.
"I think this election does not give [us] confidence in the democratic process in Mozambique," said Pearce, responding in Portuguese to questions posed by Lusa.
According to the Cambridge professor, there is now the possibility of Renamo, the main opposition party "taking up arms again", which is, he said, why "the peace process led by President [Filipe] Nyusi and [Renamo leader] Ossufo Momade is already in danger because of a faction that is not respecting the peace process” – a reference to the self-styled ‘Renamo Military Junta’ of former fighters that have questioned Momade’s legitimacy.
"Mozambique is not yet at peace,” said Pearce. “In addition to the conflict in the centre of the country, there is the insurgency in the north … in Cabo Delgado, and all these violent situations mean that the future of Mozambique is very unpredictable."
Asked about the country capacity to manage the millions of dollars it is set to receive from the exploitation of natural gas and how this will influence future developments, Pearce replied that the important thing is the economic management of these funds.
"What history tells us is that the important thing is not the presence or absence of natural resources, but rather the quality of the management of natural resources," he said, adding that: "the revelation of the existence of hidden debts a few years ago did not give a good sign for the future in terms of economic management, so I don't have much confidence in positive results of economic growth."
The academic concluded by saying that "much of what was discovered happened during the term of [Nyusi’s predecessoras as president] Armando Guebuza, so you can't necessarily blame Nyusi for what happened ten years ago," even though he was a government minister - of defence – at the time.
