CNA - MEPs debate Brexit and EU Summit conclusions in Strasbourg as Juncker takes stock of past achievements

The end-of-term assessment for the Juncker Commission after five years in office, the October 17 and 18 EU Summit conclusions, as well as Brexit developments will be among the main topics during the European Parliament plenary, which starts on Monday, in Strasbourg.

The agenda includes no discussion, whatsoever, regarding the approval of the new European Commission under Ursula von der Leyen, following the inability of the designate Commissioners from France, Hungary and Romania to secure approval at EP hearings. In any case, new Commissioners are not expected to assume their duties on November 1st, as planned. Last week, Jaume Duch, the Spokesperson of the European Parliament, wrote on twitter that the EP is willing to vote on time to allow the new Commission to start on December 1st.

According to the final draft agenda, MEPs will take stock of the work done by the Juncker Commission during its mandate on Tuesday morning, in the presence of the outgoing Commission President.

Earlier on the same day, MEPs will also discuss the outcome of the October 17-18 European Council. During their meeting last week, EU heads of state or government condemned Turkey’s unilateral military action in north-east Syria and took decisions regarding Ankara’s illegal drilling activities in the exclusive economic zone of Cyprus, among others.

Brexit, which was discussed by the 27 EU leaders during a separate meeting on October 17, is also expected to be debated in the plenary, in light of recent developments, after the letters sent to the EU by British PM Johnson regarding a possible new delay.

MEPs will also discuss the Turkish military operation in north-east Syria and its consequences on Wednesday morning. A resolution will be put to the vote on Thursday.

The Parliament in Strasbourg will also adopt its position on next year’s EU budget on Wednesday, focusing on climate change, youth unemployment, Erasmus, migration and external policies.

Later in the afternoon, MEPs are set to reiterate their support for opening accession talks with two Western Balkan countries, after the European Council failed last week to give the “green light” to North Macedonia and Albania, something President Juncker called a “historic error.”

The EU and its member states must ensure search and rescue operations in the Mediterranean are managed swiftly, MEPs are set to say on Thursday.

Following the recent terror attack outside a synagogue in eastern Germany, MEPs will also discuss violent right-wing extremism in a plenary debate on Monday.

Among others, MEPs will discuss stalled legislation obliging multinationals to disclose what taxes they pay in each country on Tuesday and will adopt a resolution on Thursday.
