Lisbon, Apr. 15, 2019 (Lusa) – Portugal’s secretary of state for internationalisation, Eurico Brilhante Dias, said that Portuguese companies will be in the best condition to be able to help recover many of the infrastructures destroyed in Mozambique by Cyclone Idai.
“I am sure that Portuguese companies will be in the best condition to be able to help many of these infrastructures, which have been destroyed, to go back to work,” he said, noting that he does not want to talk about opportunities in such a difficult context.
When asked about whether problems in Mozambique can be a limitation for Portuguese companies, Dias said: “Let us see how this situation will be financed.”
“Portugal has already made financial resources available, in addition to solidarity, and the European Union as well,” he said.
“Let us see how the World Bank and the African Development Bank follow this circumstance,” he said, recalling that there is the Strategic Cooperation Programme.
After what happened in Mozambique with the cyclone, Dias said that there is now the perception that we must invest and recover, at least in Beira, the worst-affected city, and specifically infrastructures of all types, railways, electricity, sanitation, which must be restored.
All this implies “an important financing effort, which needs several partners,” Dias said.
He recalled that when he went to Mozambique in August 2018, there was a perception that the year had been better than 2017.
At that time, “Portuguese companies, despite all the difficulties, had a message of hope and there was the idea in the Mozambican society that the large investments in gas in Rovuma, would, sooner or later, bring important financial inflows, which would allow relief and other investment conditions,” he said.
He added that now, this prospect “was strongly shaken.”
“But it is not the first time that Mozambique has experienced a difficult humanitarian situation,” Dias said. “And we are here to help.”
Mozambique foresees that the cyclone will decrease the economic growth outlook by two percentage points, which was 3.8%, the country’s minister of finance, Adriano Maleiane, said on Thursday.
“With this cyclone, we think that the GDP [gross domestic product] in Mozambique can drop to an interval of 1.1% to 2.8%, so [the impact of the cyclone] it is very significant,” Maleiane said.
He added that the Mozambican government expects a rise in the inflation rate – which by the end of 2018 stood at 3.8% - by one digit, due to the needs created by the cyclone.
Cyclone Idai, which killed 602 people and injured 1,641, has destroyed about 800,000 hectares of agricultural fields, and agriculture represents 23% of the country’s GDP.
