Maputo, Mar. 24 (Lusa) - Non-governmental organisations that represent civil society in Mozambique said that the impact of Cyclone Idai is another reason for the government to not pay the 'hidden debt', which they consider to be illegal.
“It is time for Mozambican authorities to be transparent about the odious debt and should genuinely invest all their resources in safeguarding the lives of the people of Mozambique and the integrity of our nation,” said Denise Namburete, an activist of the Budget Monitoring Forum in Maputo.
For the leader of the body that monitors the budget, “there is no chance the country can recover from the magnitude of the impact of Cyclone Idai without the culture of corruption winning, which sucks the essential resources of the public infrastructure that could save and boost development.”
The highest-level corruption scandal in the previous government of Mozambique became known as the hidden debts case, and involved two loans taken out by state-owned companies (MAM and ProIndicus) without the knowledge of national authorities and international donors, with the state’s endorsement, and under which three former bankers of Credit Suisse, former minister of finance Manuel Chang and the son and personal secretary of the former president Armando Guebuza have been detained.
“The devastation caused by Cyclone Idai is another reason for the Mozambican people not to have to pay a cent of these debts,” chief economist of the Jubilee Debt Campaign, a British NGO, said.
“Mozambique’s economy has already been affected enough by a debt crisis because of secret loans of $2 billion by British banks,” said Tim Jones, adding that “there is at least $700 million missing, and a US investigation claims at least $200 million was spent on bribes to bankers and politicians involved in the transactions.”
For Jones, the fact that three years after the loans were released, “the unfair debt situation, has not yet been resolved, this is a cursed accusation for the international community in general and for the British government in particular,” because “the failure to resolve the debt crisis over the past three years could undermine the effort to rebuild” what the Cyclone Idai destroyed, which has killed well over 400 people in Mozambique, 300 in Zimbabwe and Malawi, affecting almost 3 million people in total.
“People are dying right now in Mozambique because of the cyclone and the floods; people are on rooftops waiting to be saved by help that often does not arrive; the people need an emergency response to survive this crisis,” said Anabela Lemos, of the NGO Environmental Justice.
The impact of the cyclone is “a hard reminder that the climate crisis is here and that developed countries urgently need to reduce their emissions and stop funding the exploitation of fossil fuels,” said Lemos, pointing out that “right now, the British government is considering financing the exploration of gas in Mozambique, when we need renewable energies centred on people instead.”
The current minister of finance has recently said in parliament that the British courts will be deciding whether the state should pay those loans of about $1.3 billion in debt securities issued to replace a bond issuance of EMATUM, the government said they continue to negotiate with the bondholders of this sovereign debt.
In 2016, the revelation that the government had provided state guarantees in loans taken out in 2013 and 2014 led to several international donors withdrawing their support, including the International Monetary Fund (IMF), because of a breach of trust, contributing to the degradation of the economic outlook and put the country in default (financial failure) by financial rating agencies.
