APS - NAPEC 2026: Several MoUs, agreements sealed to boost hydrocarbon partnerships

ORAN - Minister of State, Minister of Hydrocarbons Mohamed Arkab presided over the signing of several memoranda of understanding (MOUs) and cooperation agreements on Monday in Oran, aimed at strengthening strategic partnerships, sharing technical expertise, and expanding investment in the energy sector.

The signing ceremony took place on the sidelines of the 14th edition of the North Africa Energy and Hydrogen Exhibition and Conference (NAPEC 2026) at the Mohamed Benahmed Convention Center.

The ceremony included the President of the Hydrocarbon Regulatory Authority (ARH), Amine Remini, the President of the National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), Abdelkader Cherfaoui, as well as senior ministry officials and heads of energy institutions.

The ARH and Eni Algeria Exploration B.V. inked a protocol agreement establishing a regulatory and technical framework for cooperation and expertise exchange across oil and gas operations.

This cooperation encompasses international technical standards applied in hydrocarbon activities, health, safety, and environmental (HSE) compliance, well integrity, major industrial risk prevention, and technical requirements for hydrocarbon metering and measurement.

Additionally, ALNAFT signed an MOU with Thailand’s PTT Exploration and Production (PTTEP), aimed at exploring new investment opportunities across Algeria’s upstream hydrocarbon domain under ALNAFT’s guidance and support.

The agreement aims to enhance technical data sharing, foster institutional dialogue, and identify high-potential areas of mutual interest, paving the way for joint ventures and expanded investment in exploration and production.
