REPORT BY THE SECRETARY GENERAL OF AMAN

TO THE 17TH GENERAL ASSEMBLY OF THE ALLIANCE

IN LISBON ON 24 JUNE 2008

 

 

 

 

1.                Membership

There has been no change since the 16th and Extraordinary General Assembly of AMAN. The Alliance numbers 20 member agencies and three observers.

 

 

2.                The AMAN Fund

The financial situation of AMAN is detailed in the attached financial report by the Secretary General:

 

Ø      Five pages showing the situation of the AMAN Fund for the year 2007. APPENDIX I

Ø      Three pages showing the situation of the AMAN Fund for the period January – May 2008. APPENDIX  II

Ø      A statement of two pages showing the payments of membership contributions for the years 2005, 2006, 2007 and 2008 by AMAN member agencies.  APPENDIX III

 

As stated in the financial report, the AMAN Fund for the year ended 2007 amounted to 165,128.56 US dollars in total (normal account and notice account). 

 

As stated in the financial report, the AMAN Fund for the period January – May 2008 amounted to 179.752,33 US dollars in total (normal account and notice account).

 

Membership contributions are still pending for the following:

 

Ø      JANA (2005, 2006, 2007, 2008)

Ø      NNA ( 2007, 2008)

Ø      TANJUG (2007, 2008)

Ø      STA (2008)

 

The agencies below informed the Secretary General that the 2.000 US dollars each will be given in cash at the 17th General Assembly in Lisbon.

Monthly bank statements for the AMAN Fund, for both accounts, are available to any member agency upon request to the Secretary General.

 


3.      Follow-Up Committee

Since the 16th and Extraordinary General Assembly, the Follow-Up Committee met:

 

1.     In Estepona, Spain, on 25 October 2007 attended by APS, EFE, LUSA and CNA.

2.     In Lisbon, on 1 April 2008 attended by APS, EFE, LUSA and CNA.

 

 

4.      Training seminars

4.1  A training seminar for journalists from member agencies of AMAN was held in Algiers by APS between 5 - 7 May 2008 on “Techniques in writing news items” in two languages (English and French).  It was attended by participants from seven member  agencies (AMI, APS, CNA, MAP, MENA, SANA, TAP).  APS covered the hotel accommodation, meals and transportation for the participants and the two trainers through sponsors.  The AMAN Fund covered the two trainers’ salaries 1.500 euros each for three days, and their air tickets 300,13 euros each.  The member agencies covered their participants’ air tickets to Algiers.

 

4.2 Based on a decision taken by the 16th General Assembly held in Algiers in June 2007, the Secretary General invited AMAN members and observers to submit any suggestions and proposals for subjects that future AMAN seminar and workshops could deal with, by 15 July 2007 as deadline for any proposals.

 

Four agencies (AMI, EFE, MAP, SANA) responded with suggestions as follows:

Ø      La réalisation d’actions intenses de formation au cours des années 2007

          et 2008 pour les journalistes et les techniciens.

Ø      La formation du personnel des deux journaux quotidiens (arabe et

          français) édités par l’AMI.

Ø      L’organisation de sessions de formation au profit des correspondants

     régionaux.

Ø      L’élaboration d’une charte graphique pour les deux journaux.

 

EFE

Ø      Proposal launched by the French President on the creation of a Mediterranean Union.

Ø      Mediterranean problems.

Ø      Environmental matters, like water, global warning, energy.

 

MAP

Ø      Internet  and multimedia editorial techniques.

Ø      Techniques of business news reporting.

Ø      Parliamentary journalism.

Ø      Conception of photo and video reporting.

Ø      Implementation of computer-drawn graphics in news stories.

Ø      Environment and sustainable development.

 

SANA

Ø      Economic bulletins.

Ø      E-press.

Ø      Investigative reporting.

Ø      Website contents.

 

4.3 At the invitation of the AMAN FUC, Mr. Robert Holloway, Director of AFP Foundation attended the discussion on the subject AMAN Seminar/Workshops to submit his proposals for an AMAN seminar, at the meeting held in Lisbon on 1 April 2008, on his own expenses.  

 

 

Mr. Holloway presented the recently founded AFP Foundation, a non-profit organization, which trains journalists, using AFP resources. It has organized courses in different languages for print, radio and television staff from Syria, Tunisia, Serbia, Jordan and other countries.

 

Mr. Holloway said the AFP Foundation is ready to accept proposals from AMAN for seminars and workshops.  At the same time, the AFP Foundation is ready to offer its services individually for any AMAN member agency, provided that they will cover the trainers’ expenses, including air tickets and hotel accommodation.

 

4.4  CNA is studying the possibility of hosting a high-level conference/seminar on topics such as Euro-Mediterranean cooperation, Mediterranean Union, illegal immigration in Cyprus, next autumn.

 

 

5.      AMAN Competitions

The Secretary General sent member agencies a circular on 17th December 2007, inviting entries to the competitions for the best news item and the best photo, to be submitted to the Secretary General of AMAN by 15 March 2008.

 

The Secretary General distributed to the FUC members, copies of the entries received by the deadline.  There were five entries to the best news item competition (AFP, APS, EFE, MENA, TANJUG) and ten entries to the best photo competition (AA, AFP, AMI, APS, CNA, EFE, HINA, MENA, TANJUG, TAP).

 

The representatives at the FUC meeting in Lisbon of LUSA, EFE, APS and CNA, decided to award the prize for the best news item to TANJUG.  The winner is Mrs Vera Raskov-Djurovic for her news story titled “Save the children, all of them…”.  The FUC also decided to award honorary certificates for their entries to AFP (Zeljka Bilandzija) and to APS (Yacine Loutari).  The winning news item will be published in AMAN’s Newsletter and posted on AMAN’s website.

 

The FUC decided to award the prize for the best photo to the entry by Mr. Domenech Catelló of EFE for his photo of a Romanian immigrant dying of flames in the middle of the street in protest of his family’s economic plight.  The FUC also decided to award honorary certificates for their entries to AMI (Ahmed Ould El Hadj) and TAP (Raouf Ben Romdhane).  The winning photo will be posted on AMAN’s website. 

 

In accordance with the rules of the competitions, the host agency of the General Assembly, LUSA, invited the winners of TANJUG and EFE to pay a one-week visit to Portugal to coincide with the 17th General Assembly.  The expenses of the hotel accommodation, meals, domestic transportation, etc, will be covered by LUSA while the air tickets of the two winners will be covered by the AMAN Fund.

 

The winners (TANJUG, EFE) will receive a diploma signed by LUSA Director General, who will act as President of AMAN for the period 2008-2009.

 

The certificates for the others (AFP, APS, AMI, TAP) signed by LUSA Director will be received by the representatives of their agencies.

 

 

6.      NNA report on AMAN website and Mednews

AMAN webmaster Mr. Roger Semaan of NNA will inform the member agencies during the 17th General Assembly about the use of the website. Mr. Semaan will also report on contributions to the Mednews Bulletin by member agencies. The report is attached as APPENDIX IV.

 

The webmaster is studying the possibility to make easier the handling of the AMAN Mednews bulletin.  He also suggested apart from English to host news in French and Arabic.  The FUC authorized the Secretary General to ask MENA to confirm whether it continues to host an AMAN webpage for news from member agencies in Arabic.  In a reply letter MENA Board Chairman and Editor-in-Chief Mr. Abdalla Hassan, said he supports this idea and that MENA is ready to host the AMAN Arabic website.

 

 

7.      Newsletter

The Secretary General has circulated to AMAN member agencies and observers two Newsletters that included news of AMAN activities and contributions by member agencies for the year 2008 and since the previous General Assembly.   

 

 

8.      WCNA

AMAN President, Director General of the APS, Nacer Mehal and AMAN Secretary General, Acting Director and Editor-in-Chief of CNA, George Penintaex, were invited and represented AMAN in the World Congress of News Agencies held in Estepona, Spain, between 24-27 October 2007.

 

On the sidelines of the WCNA proceedings, the members of the AMAN Follow Up Committee, namely APS, EFE, LUSA and CNA, had a meeting to coordinate action in view of the FUC meeting and the 17th General Assembly held in Lisbon, in April and in June 2008, respectively.         

 

 

9.      AMAN-EANA agreement

Acting on a General Assembly decision, AMAN Secretary General George Penintaex contacted the Secretary General of the European Alliance of News Agencies (EANA) Erik Nylen to propose the signing of a cooperation agreement between AMAN and EANA.

 

Mr. Nylen informed the Secretary General that he raised the matter with EANA Board and that the EANA Bureau said that it was in favour of signing such an agreement, in accordance with guidelines suggesting that EANA could have such agreements with other agency pools that had members who were also members of EANA. This type of agreement opens up for inviting a maximum of two persons as paying guests at EANA conferences etc., i.e. expenses are covered by participants themselves. When such invitations are issued by EANA, the AMAN Secretary General will circulate the invitations only among AMAN member agencies which are not EANA members.  The agencies to represent AMAN in such EANA conferences will be on rotation.

 

The agreement to be signed between AMAN and EANA will be like the agreement EANA had signed with OANA. 

 

The FUC proposes the signing of such an agreement which could be signed by the Presidents of AMAN (LUSA) and EANA, at the EANA General Assembly, which will take place in Nice, France, between 25-26 September 2008.

 

 

10.    OANA General Assembly

In accordance with a cooperation agreement between AMAN and the Alliance of Asian-Pacific News Agencies (OANA), AMAN President, Director General of APS Nacer Mehal, and AMAN Secretary General, Acting Director and Editor-in-Chief of CNA George Penintaex, were invited and attended as Observers the OANA General Assembly hosted by the Indonesian News Agency ANTARA between 9-14 December 2007, in Jakarta. 

 

Both Mr. Mehal and Mr. Penintaex addressed the OANA General Assembly and had a series of meetings with OANA members. Both addresses and the AMAN-OANA agreement were included in the Final Document of the OANA General Assembly.  The AMAN delegation managed to reactivate the existing cooperation agreement between the two Alliances.

 

The Turkish News Agency, Anadolu, which is also an AMAN member, will host the next General Assembly of OANA in 2010, coinciding with the 90th foundation anniversary of Anadolu.

 

 

11.    ITIM

As authorised by the General Assembly in Algiers, the Secretary General tried to send a letter to ITIM asking to apply for membership by filling a questionnaire, in accordance with the AMAN Statutes.

 

The communication with ITIM was unsuccessful.  The Israeli Ambassador to Cyprus informed Mr. Penintaex that ITIM does not exist anymore. 

 

 

12.    ACN

As authorised by the General Assembly in Algiers, the Secretary General sent a letter to the Catalan News Agency (ACN) informing it that the AMAN General Assembly in Algiers had rejected its application to become an AMAN observer.

 

 

13.    MINA

The News Agency of Montenegro, MINA, has applied for membership.  The completed questionnaire is attached as APPENDIX V.

 

 

14.    MIA

The Macedonian Information Agency, MIA, has applied for membership.  The completed questionnaire is attached as APPENDIX VI.

 

 

15.    AMAN founding members – Certificates of Honour

As decided by the 15th General Assembly, all founding members and observers would be honoured with a special certificate, on the occasion of the 15th Anniversary of AMAN.  By mistake two founding members namely EFE and SANA, were not included in the list.  The Certificates will be presented in Lisbon.  The Certificates of JANA and FANA, which were not represented in Algiers, will also be presented in Lisbon.

 

 

16.    JANA

The Secretary General has repeatedly tried directly and through the Embassy of Libya in Nicosia, to contact the Director General of JANA but never got an answer.  The last time JANA participated in the AMAN General Assembly was in 2003 in Algiers.

 

According to the AMAN Fund records, JANA owes four years (2005, 2006, 2007 and 2008) in membership fees, a total of 8.000 US dollars.  The latest payments JANA made were in August 2006 and in April 2007.  In a letter to JANA dated 2 May 2007, the Secretary General explained that those payments were actually covered contributions due by JANA for the years 2003 and 2004.

 

The Secretary General sent JANA a reminder letter dated 7 January 2008, that its membership contributions for the years 2005, 2006, 2007 and 2008 were still outstanding.

 

In the same letter, the Secretary General recalled articled 4 of AMAN Statutes, saying:  “The delayed payment of the membership fees is a serious reason for either excluding a member agency from the Alliance or suspending its member rights”.

 

The Secretary General asked JANA Director General to fix the amount due before the FUC meeting in April 2008, warning that “in the unfortunate case that JANA does not respond the matter will be raised at the meeting of the Follow-Up Committee and the General Assembly in June 2008 for a decision.”

 

The FUC members discussed the matter and agreed to propose the inclusion of this issue on the agenda of the General Assembly in Lisbon. In the meantime, the FUC authorized AMAN President and Secretary General to try once again to come in touch with JANA, either directly or through diplomatic channels.   

 

Mr. Mehαl contacted JANA but the Libyan agency has not yet responded. 

 

Mr. Penintaex met with a Libyan Embassy official in Cyprus and explained the situation with JANA. There has been no official response yet.

 

 

17.    18th General Assembly

In order to keep the geographical rotation, the next agency to host the General Assembly (18th), after LUSA, must come from the southern shores of the Mediterranean.  Mr. Mehal has undertaken to come in touch with AMI, which in the past showed willingness to host a General Assembly.

 

 

 

18.    A note of thanks

The Secretary General thanks:

 

a)        APS for holding the AMAN chair for one year.

 

b)        LUSA for hosting the 17th General Assembly.

 

c)        The Follow-Up Committee members for their cooperation and guidance since the 16th General Assembly.

 

d)        APS - Organizers of the seminar in Algiers in March 2008.

 

e)        NNA which acts as the webmaster of AMAN, maintaining the Alliance's website.

 

f)          The member agencies which contributed to the Mednews bulletin and Newsletters.
