Praia, May.3,2024(Lusa)- The Cabo Verdean government on Friday promised to analyse the "culture of secrecy" and the restriction of access to information of public interest pointed out in the annual press freedom index, published today by the organisation Reporters Without Borders (RSF).
"If it is something that is perceived, that is felt by media professionals, then this issue must be effectively analysed and this is what we will certainly do, with all openness and with all humility," promised the prime minister's assistant secretary of state, Lourenço Lopes.
At a press conference in Praia to react to the RSF report, in which Cabo Verde dropped to 41st place (33rd in 2023), the member of the government stressed that the country has "open and transparent governance", but recognised that there are still elements to improve.
"We will certainly have the humility to correct where we need to, but the overall picture is that we have governance that is open to citizens and media professionals," he said.
The report points to a "culture of secrecy" and restrictions by the state on access to information of public interest.
The secretary of state to the prime minister noted that today various reports are published on the websites of various government departments and that there is a "principle" of "openness" and of providing information and other elements to journalists.
Regarding the absolute score, he emphasised that the government doesn't boast when the country goes up, but neither does it "go into depression" when it goes down.
Lourenço Lopes emphasised that the country continues to rank as the best Portuguese-speaking country in Africa and is among the top five on the entire African continent.
"We interpret this score and this position with a sense of responsibility, to improve what needs to be improved," he said, emphasising that press freedom is not the sole responsibility of the government, but a "collective construction".
He therefore called for reflection on the reality of journalism in Cabo Verde, making it clear that the government does not intervene in the work of media professionals.
He described the current situation, with various laws passed, incentives for private bodies and support for public bodies, and listed the programmes being implemented to improve and empower the sector.
The report also pointed out other difficulties associated with insularity and the advertising market, which is restricted and holds back the sector's growth, but also political pressures, the composition of the independent public radio-television body, the choice of directors of public bodies, self-censorship and attacks on journalists on social media.
This year, Cabo Verde has seen two increases: in the security context (to 92.03 points) and at the legislative level (to 74.7 points), the two strongest pillars.
The rating dropped in the other indicators that measure the environment for doing journalism: socially (to 73.35 points), economically (a score of 54.25, the lowest) and politically (to 69.51 points).
Both Cabo Verdean President José Maria Neves and the Cabo Verde Journalists Association (Ajoc) today called for reflection on the country's drop in the index.
