Lusa - Business News - Portugal: Albufeira considers regulating ride-hailing vehicles

Albufeira, Portugal, April 19,2024 (Lusa) - Albufeira town council is considering regulating the pick-up and drop-off of passengers in the city centre during the summer by passenger transport vehicles with ride-hailing licences, the mayor told Lusa.
José Carlos Rolo justified the intention by stating that it was necessary to avoid the accumulation of vehicles in the centre of Albufeira during the months with the highest influx of tourists to the municipality, which makes it difficult to enjoy the city's traffic.
According to the mayor, the proposal "is not yet well defined", but the aim is to prevent ride-hailing vehicles (TVDE) from dropping off and picking up passengers in the city centre.
The town council could approve the measure before the start of the bathing season in the municipality on 15 May, added José Carlos Rolo.
"I'm considering whether it should be on 1 May or 15 May, which is when the bathing season starts," said the mayor of Albufeira, one of the 16 in the Faro district.
He said that the intention was to "avoid the agglomeration of vehicles dropping off and picking up passengers" in the city centre, recalling that legally, vehicles with a TVDE licence "cannot drop off or pick up passengers on the public highway."
"Alternatives have to be found so that people can circulate and not create the obstacles that there usually are when there is a lot of traffic there, from May until September," explained the mayor, whose municipality concentrates around half of the region's hotel offer. José Carlos Rolo recognised that during the summer and the peak tourist seasons in the Algarve and Albufeira, there is a "large number of vehicles" in the city centre, where it is usual to see "many, quite a few" TVDE vehicles operating.
"It makes for a large concentration of vehicles, and it's not good for traffic because it doesn't flow," he said, emphasising that legislation allows TVDE vehicles from other parts of the country to work in the Algarve and Albufeira.
Many TVDE drivers travel to the Algarve during the summer or peak periods, such as Easter, and work in the region. This increases the volume of vehicles dropping off and picking up passengers in downtown Albufeira and causes delays and difficulties in traffic circulation.
Taxis, on the other hand, have "completely different rules", and this creates a "differentiation between one and the other", to which the municipalities are oblivious because this is a competence of the central government and its structures, emphasised the mayor, considering that the activity thus becomes "easier" for TVDEs.
"While a taxi has to be confined to the municipal quota, it has to compete in an open public tender, TVDEs do not. TVDEs come from anywhere in the country and work anywhere in the country. They have a completely different kind of freedom. I'm not saying it's good or bad. It's different, completely different," he said.
Albufeira town council is therefore considering "regulating traffic" in the downtown area in an "experiment" that will be defined in the proposal that the mayor hopes to be able to bring to the council for approval in time for it to come into force in May.
