Lusa - Business News - Angola: Letters sent to Dubai to notify Isabel dos Santos of charges

Luanda, April.18,2024 (Lusa) - Angola's Attorney General said on Thursday that the case against Isabel dos Santos, daughter of former President José Eduardo dos Santos, has been finalised and that letters rogatory have been sent to Dubai to notify her of the charges.
Letters rogatory are an instrument used in judicial cooperation that consists of a request to carry out a procedural act that requires the intervention of the judicial services of a foreign authority.
Businesswoman Isabel dos Santos is the target of legal proceedings in several jurisdictions other than Angola, including Portugal.
"We have the case finalised, the indictment has been drawn up," said the official, adding that it has to be notified to the defendants before the case goes to court.
"There are defendants who are in Portugal who have already received a positive response to their notification, and we only need to receive the response in relation to Isabel dos Santos. We have sent a letter rogatory to Dubai, where she is presumably living. We're waiting for them to respond at any moment, either positively in the sense that they've managed to notify her, or negatively if they can't notify her," said Pitta Grós, adding that in the event of a positive response, the case can be sent to court immediately.
Isabel dos Santos and four other defendants are accused of various offences related to their management of the Angolan state oil company Sonangol, between 2016 and 2017, and of having caused the Angolan state a loss of more than $208 million (€190 million), involving unduly paid salaries, sales at a loss, tax fraud and fraudulent payments to companies.
Pitta Grós also took stock of other cases involving figures close to the former Angolan President who are now facing justice, such as General Helder Vieira Dias "Kopelipa" and the former vice-president and former boss of Sonangol, Manuel Vicente.
As far as "Kopelipa" is concerned, the contradictory enquiry has been carried out, and the court is expected to set a trial date. In the case of Manuel Vicente, the authorities are still "working" on the case, said Pitta Grós, without giving any dates, acknowledging that the fact that the ex-governor is abroad means that it will take longer.
"Many of the situations are also carried out abroad. We depend a lot on international cooperation, on the speed and efficiency of these countries from which we have been requesting some information that they can give us. I can't say if it will be at the end of this year or next year," the prosecutor emphasised.
Responding to Lusa, Pitta Grós added that Manuel Vicente had not yet been heard and that the total amount of assets that the Angolan state could recover was unknown.
The head of the Attorney General's Office said that the fight against corruption, which poses major challenges "due to its complexity," has not slowed down in Angola but has become less visible in the media.
"We've been working, but without so much publicity for what we've been doing. Initially, we wanted to create a certain impact on people so that they could curb their urges to have access to public goods, and this has been achieved to some extent," he joked, pointing out that "there have been practices that have stopped being done.
