Lusa - Business News - Mozambique: Environmental demands fundamental for power plant funding

Lisbon, April 16, 2024 (Lusa) - Compliance with international environmental standards is essential to raise funding for the future Mpanda Nkua Hydroelectric Project, in central Mozambique, which is expected to cost €4.5 billion, the project leader said on Tuesday.
"If we don't comply with this [the environmental requirements], it will be more difficult to get funding," Carlos Yum, the director of the Mpanda Nkua Hydroelectric Project office, told reporters.
Yum was speaking on the sidelines of the spring meetings of the World Bank (WB) and the International Monetary Fund (IMF), which are taking place in Washington.
"Nowadays, these international financial institutions, whether multilateral or commercial, have an obligation to make these social and environmental concerns clearly visible on their balance sheets," said Yum.
Referring to the fact that the future Mpanda Nkua Hydroelectric Power Plant will be based on hydroelectricity, he pointed out that the weight of this resource in the energy transition also makes the project attractive to finance.
Carlos Yum said that the project also has commitments to the social component, namely the resettlement of populations within the law, and good governance.
"This is part of our DNA and the better we fulfil these promises, the better the quality of financing," emphasised Yum.
He continued that the project is structured crediblely to mobilise the resources needed for its development.
The project will take five years to build and is expected to start operating in 2031.
It will consist of a hydroelectric plant with a production capacity of 1,500 megawatts and a 1,350 to 1,400 kilometre high-voltage transmission line from Tete, in central Mozambique, to Maputo, in the south.
Last December, Mozambique's government and a consortium led by Electricity of France (EDF) signed agreements for the implementation of the Mphanda Nkua Hydroelectric Project.
In addition to EDF, the international consortium includes the French oil company TotalEnergies and the Japanese Sumitomo Corporation, which jointly own 70% of the hydroelectric plant.
The remaining 30% are held by Hidroelétrica de Cahora Bassa (HCB) and Eletricidade de Moçambique (EDM), which represent the Mozambican state.
With the start-up of Mpanda Nkua, HCB will continue to be the largest in the country, with a current production capacity of 2,075 MW.
With Mpanda Nkua in operation, the Mozambican government hopes to guarantee energy security for domestic needs and position the country as a regional hub in the supply of this resource.
