Lusa - Business News - Cabo Verde: International training centre mooted for boarding, search of ships

Praia, March.28,2024 (Lusa) - The Atlantic Centre, an initiative of the Portuguese state that brings together 23 countries, is advocating the creation in Cabo Verde, with the support of partners in the archipelago, of a training centre for boarding, search and seizure techniques on ships.
The aim is to "strengthen the capacity for action and prevention" of the authorities of different countries on the Atlantic, in waters where illicit trafficking passes through, Nuno de Noronha Bragança, a rear admiral in Portugal's navy and coordinator of the Atlantic Centre, told Lusa during a visit to Praia.
The trip to the Cabo Verde capital is aimed at strengthening political dialogue for the implementation of projects, including the plan to set up the training centre.
Just last week, Cabo Verde deported four Spanish nationals detained on the island of Santiago after they had fled from a vessel intercepted in the Atlantic carrying €330-million worth of cocaine on board.
The Portuguese-language archipelago is one of the countries involved in the founding of the Atlantic Centre in 2021, and has a "strategic location" to host the training centre, which this week has been presented to various ministries and partners such as the United Nations Office on Drugs and Organised Crime (UNODC) and the European Union.
The Atlantic Centre is presenting itself as a catalyst, building bridges between institutions and hoping that the project and its training activities will come to fruition.
The expected result is an increase in security and surveillance in the Atlantic - "a vast area of sovereignty, the responsibility of each country's jurisdiction" but which can benefit from "a logic of collaboration" and "growing multilateralism, to combat" illicit activities, in Noronha Bragança's explanation.
The centre could make Cabo Verde a hub, grouping together training activities.
When asked about the fact that some countries might lack the resources to invest in the initiative, the rear admiral said that the training centre would have to rely on partnerships that would allow it to "be sustainable" and provide "continuous training" for those that need it.
The aim, he said, is for the project to go ahead this year with an implementation plan.
The centre requires "some level of investment" and its accounts have yet to be finalised, "but its sustainability" must be "ensured by everyone" - since its usefulness is already recognised, the rear admiral stressed.
The Atlantic Centre has also organised the training of operators responsible for the Zone G Multinational Maritime Coordination Centre, inaugurated in January in Praia, allowing them to work "in other centres in the region," he noted.
The Atlantic Centre is a working and reflection group created in 2018 at Portugal's initiative, with the involvement of the country's Ministry of National Defence and Minister of Foreign Affairs. It formally came into being with the entry of 16 founding countries in 2021.
Currently involved are 23 partner countries - seven from Europe, 12 from the West African coast, three from South America and one in North America - that have a common interest in strengthening all aspects of security, in the broadest sense, in the Atlantic area.
Noronha Bragança led the permanent task group for West Africa in 2018 and 2019, as well as Open Sea missions in the Gulf of Guinea region, in a curriculum that includes military advisory roles in Portugal and in the European Union.
