Lusa - Business News - Portugal: Out-going PM Costa leaves next government with fiscal 'leeway'

Lisbon, March.27,2024(Lusa)- Portugal's out-going prime minister said on Wednesday that the budget surplus of 1.2% achieved in 2023 did not come out of the blue and welcomed the fact that it will leave the next government with "freedom of choice", recalling that the same thing did not happen to him.
At a press conference at the prime minister's official residence in São Bento, António Costa recalled that when he took office in 2015, people's "concern was not with a budget surplus" but rather "how to find the money to pay for what needed to be paid for".
"I remember that we had a 4% deficit, with civil service salaries cut, pensions cut and after a huge tax increase. We now have this positive budget balance, having fully restored the salaries and pensions that were cut," he emphasised.
Costa said that, having had the experience of starting "to govern in a situation of deficit, with the threat of a fine in the excessive deficit procedure", he would have preferred to have started in office with the dilemma of knowing where "I can invest more".
"I'm obviously not going to comment on that. The political agents who have been legitimised by the Portuguese, whether in government or in opposition, have presented their proposals and ideas, and it's no longer up to me to pronounce, but I think I've done my job well," he said, stressing that the executive now has the capacity to react to crises or make investment decisions.
"I feel my mission is to have left the state in a position where both governments and oppositions can have more freedom of choice," he said.
António Costa defended the surplus recorded in 2023 as not coming after the government "did nothing" and explained that the budget balance results from the revenue and expenditure components.
The Prime Minister pointed out, however, that it was not due to expenditure that a surplus was recorded since, despite there having been "significant growth" in this component, there was also a deficit in the state, local authorities and regions.
"Where is the key to last year's positive balance? It lies in the huge growth in Social Security revenue. The balance of 5.670 billion from Social Security covered the deficit of 2.322 billion from the State, regions, and local authorities," he emphasised.
António Costa defended this positive Social Security balance as being due to the fact that there were "more jobs than expected" and also because wages "rose well above what had been agreed in the social dialogue agreement"—an increase of 5% had been agreed upon, and it was 8%.
"I think there are three pieces of good news: firstly, we had more jobs. Secondly, the pay rises were higher than had been expected and agreed upon; thirdly, this has meant that the state has needed less money to finance itself and has been able to reduce public debt, thus leaving less of a burden for the future," he said.
Without wishing to comment on any specific measures of the future government, António Costa emphasised, however, that when looking at the balance of a year, it is necessary to "differentiate between extraordinary and unrepeatable expenses", such as "building an airport or building a TGV line, and permanent expenses, "such as increasing pensions or salaries".
